How do I view data at lower institution levels if I work for a district or state?

All state and district users can run reports and see aggregate score and benchmark performance for their own institution as well as the aggregate performance for institutions under them. A state can see the performance of their districts and schools, and a district can see the performance of their schools. If you're assigned the Detailed Reports role, you can run detailed score rosters or batch PDF student score reports for schools in your state or district to view individual student scores.
